Explanation of the Bill
House Bill 1562 would bring forward provisions of the law related to the Education Enhancement Fund for possible amendment.
The State Legislature annually appropriates funds into the Education Enhancement Fund (EEF).
School District Uses
A portion of EEF funds are distributed to school districts by the Mississippi Department of Education (MDE). School districts may use these funds for the following purposes:
- Purchasing, erecting, repairing, equipping, remodeling and enlarging school buildings and related facilities;
- Establishing and equipping school athletic fields and necessary facilities;
- Providing necessary water, light, heating, air-conditioning and sewerage facilities for school buildings;
- Paying certain debt services; and
- Other purposes related to district needs.
Other Uses
The MDE is required to use remaining EEF funds for the following purposes:
- Purchasing textbooks to be loaned to nonpublic schools;
- Transportation operations and maintenance;
- Providing EEF procurement cards for teachers in the state to use for the purchase of classroom supplies, instructional materials and equipment;
- Providing funds for the Board of Trustees of State Institutions of Higher Learning to support institutions of higher learning; and
- Providing funds for the Mississippi Community College Board to support community and junior colleges.
Purchasing Regulations
HB 1562 also brings forward provisions related to purchasing regulations set by the Office of Purchasing, Travel and Fleet Management. These regulations are related to teachers’ use of EEF procurement cards (referenced in the previous section).
